about the mayor

Mayor Rick Lopez is a Carlsbad native and community leader deeply rooted in service and public safety. He graduated from Carlsbad High School and earned a Management degree with an Accounting minor from the College of the Southwest — a strong educational foundation for his civic roles. Previously, Lopez dedicated over a decade to the Carlsbad Fire Department, serving as Chief, and continues his service today as a firefighter at the Waste Isolation Pilot Plant (WIPP), reflecting his enduring commitment to both safety and leadership. 

Elected as mayor in November 2023, Mayor Lopez officially took office in January 2024, immediately steering the city council and setting a proactive tone for governance. His vision centers on transparent governance, infrastructure development, public safety, and community engagement, striving for open dialogue and collaborative decision-making to chart Carlsbad’s future.

Under his leadership, Carlsbad continues to reinforce its position as a regional energy hub—embracing innovation while maintaining a focus on quality of life and economic resilience through events like the Mayor’s Energy Summit, which highlights the city’s commitment to energy production and strategic planning.

History

The Carlsbad Mayor’s Energy Summit was launched in 2013 to bring residents, policymakers, and industry leaders together at a time of unprecedented growth in the Permian Basin. What began as a community conversation has grown into New Mexico’s premier energy forum, regularly attracting over 1,000 attendees, national industry experts, and community voices.

Hosted each year at the Walter Gerrells Performing Arts & Exhibition Center, the summit has grown into a true signature event for Carlsbad. The program includes panel discussions, keynote speakers, a vendor expo, and the well-loved steak lunch tradition. Awards such as the Spirit of the Oilfield and Spirit of the Workforce recognize the dedication of local employees, while educational outreach through initiatives like the Mobile Energy Learning Unit has already engaged more than 2,500 students in Southeast New Mexico.
